臺北水源特定區位於大台北都會區東南隅，面積廣達717平方公里，行政區域包含坪林、烏來全鄉及部份石碇鄉、雙溪鄉與新店市等5市鄉，約佔台北縣1/3；為供應大台北地區近400萬人口自來水水源區，過去20年來之水源供應，建立良好維護績效。然由於社會環境快速變遷、土地需求日殷，生活生命生態品質要求提升，受限居民強烈要求權益平衡。
