Hydrocephaly is commonly referred to as water on the brain. What it refers to is an excessive build up in and around the brain of cerebral spinal fluid. It is a rare condition that occurs when something interferes with the circulation and blocks the liquid from it's normal exit, which causes increased pressure build up within the skull, explains Lorene Hall, author of " Hallelujah; It's a Mother's Miracle".
